Article 75 allows the president to return a bill for reconsideration generally. He may propose specific amendments but this is NOT essential. There is no deemed assent after 10 days at this stage. The president's position that he directed return deserves the highest credibility.

Presser by Law/Info Mins clarifies that President did not sign either bill. They are claiming bills were not received back so President's assent is to be deemed. This goes against Ar 75(1). Deemed assent only applies to Bills passed at a joint session after reconsideration: 75(3)

After presser by Law/Info mins following facts emerge: Pres never signed either bill. The president's staff did not return the bills. Controversy only whether Pres directed return or not within 10 days. How does this amount to assent by the Pres? Ar 75(1) requires positive assent

Govt reading deemed assent into Ar 75(1). More plausible is to read a deemed return into that Ar. If a bill is not actually received back parliament should consider this a deemed return & convene a joint session to reconsider the bill. If passed, Ar 75(3) provides deemed assent.
